The Town of Potsdam was incorporated in 1806. The first elected officials were: supervisor, Benjamin Raymond; clerk, Gurdon Smith; commissioners, Bester Pierce, David French, and Gurdon Smith; assessors, Giles Parmelee, Horace Garfield, and Benjamin Bailey.

Benjamin Raymond, along with 6 other men, were first to settle in the area, around 1802, along the Raquette River south of what is now Potsdam Village.
