The City of Fulton is located on a falls on the Oswego River. The water power created by the falls attracted manufacturing, but it was the completion of the Oswego canal around the falls in 1828 which opened Fulton to navigation from Lake Ontario that brought a major period of prosperity to the town as grain mills, a knife factory, machine shops, paper mills, and other factories opened. Further development was spurred by the opening of the Penn Central Railroad along the east side of the city and the Erie Lackawanna Railroad on the west side, across the Oswego River.
