"Madison's Oldest Residential and Commercial District."

The First Settlement area contains two residential enclaves. Franklin-Hancock is bounded by Butler Street, East Washington Avenue, East Wilson Street and Blair Street. This section contains a variety of historic homes dating to the city's earliest residential development. Fauerbach Condominiums are located on Lake Monona at the foot of South Blair Street. The neighborhood residential property is a mix of rental and owner-occupied, single and multi-family homes.

The neighborhood is home to three historic districts: the locally-designated Third Lake Ridge Historic District as well as two National Register Historic Districts — East Wilson Street and Simeon Mills.
