While Appling is technically the legal county seat of Columbia County, Evans is the de facto seat of government as all county courts and functions operate there.

Created in 1790, the area was first settled by Quakers who named the county for Christopher Columbus. The county seat was named for John Appling, one of the area's earliest pioneers.
