Rockleigh was incorporated as a borough in 1923, though its beginnings date to 18th century Dutch farmer settlers.

Rockleigh is an enigma, even among small to tiny New Jersey boroughs. With barely 400 residents, more than half of them are nursing home occupants. Residential zoning requires minimum 2-acre lots.
